Penang, 14 Feb 2026 – Penang marked a major step forward in its clean energy agenda today with the launch of the Kampung Valdor Animal Waste Biogas Facility, officiated by Chief Minister Chow Kon Yeow. The facility, located in Kampung Valdor, South Seberang Perai, converts livestock waste into renewable electricity while addressing long-standing environmental challenges associated with livestock waste management.
Developed by Timeless Green Sdn Bhd in collaboration with Minconsult Sdn Bhd, the state-backed project underscores the State’s commitment to deploying technically robust, regulator-approved solutions that protect communities while advancing clean energy generation.
The initial phase involves 30 farms in the surrounding area, bringing animal waste under a centralised, professionally managed treatment system designed to meet stringent environmental standards while generating renewable energy.
Datuk Dr Ir Dennis Ganendra, Group Managing Director of Minconsult and Founder of Timeless Green, said “Kampung Valdor reflects years of work in developing systems that are environmentally responsible, technically sound, and operationally sustainable. While the concept is scalable, successful implementation requires the right expertise, regulatory understanding, and long-term commitment to performance.”
The facility has been operational since March 2024 after which residents have reported a significant reduction in odour and river pollution affecting Kampung Valdor and Sungai Jawi, with public complaints previously recorded by the State Government show a clear decline.
The project utilises an integrated waste-to-energy biogas system, converting livestock waste into renewable electricity supplied to the national grid under Malaysia’s Feed-in Tariff (FiT) scheme, administered by SEDA Malaysia. Beyond energy generation, the facility demonstrates how engineering design, regulatory compliance, stakeholder coordination, and long-term operations must work in tandem to deliver lasting environmental outcomes.
By adopting modern technology, traditional farms can be thoughtfully upgraded to continue operating in harmony with both the community and the environment.
While the Kampung Valdor facility serves as a replicable model for addressing livestock waste challenges nationwide, its success is underpinned by specialised technical knowledge, regulatory experience, and systems integration capabilities developed over many years, with Timeless Green and Minconsult collaborating to deliver the expertise.
Founded on the principle of good business doing good, Timeless Green focuses on developing green infrastructure projects that deliver measurable environmental impact while remaining commercially viable. Its collaboration with Minconsult, one of Malaysia’s most established engineering consultancies, brings together deep sector expertise, policy alignment, and execution capability essential for complex waste-to-energy developments.
With over six decades of engineering excellence, Minconsult’s involvement ensures the facility meets high standards of design, compliance, and reliability. Together, Timeless Green and Minconsult provide an end-to-end capability that positions them uniquely to deliver similar high-impact waste-to- energy projects in the future.
The Kampung Valdor facility highlights how public policy and specialised private-sector leadership can work together to deliver long-term environmental resilience, reinforcing Penang’s role as a leader in sustainable and responsible development.
